What changes by county, and what doesn't

Changes by county: which insurers sell plans, the base prices, which doctors and hospitals are in network, and whether in-person Navigator help is nearby.

Same statewide: open enrollment dates, tax credit rules, TennCare and CoverKids rules, and ACA protections like guaranteed issue.
