Who's selling on Tennessee's 2027 marketplace

Last verified · 4 sources · How we verify

The short version: five insurers are approved to sell individual marketplace plans in Tennessee for 2027 — BlueCross BlueShield of Tennessee, Celtic/Ambetter, Oscar, UnitedHealthcare, and Alliant Health Plans. Cigna is leaving and its 2026 enrollees must pick a new plan. Read the availability warning below before you assume any of them sell in your county.

⚠️ Per-area availability is not confirmed yet

This matters, so we're putting it first: we do not yet know which carriers are selling in which parts of Tennessee for 2027. Tennessee has 8 rating areas, and carrier lineups differ by area — being approved statewide doesn't mean a carrier sells in your county.

  • The Tennessee Department of Commerce & Insurance's published carrier-by-area map still shows 2026 (Cigna included) and cannot be trusted for 2027.
  • Do not assume who's selling where you live — not from last year's options, not from a carrier's ads, not from a neighbor's plan.
  • Window-shop your own ZIP code on HealthCare.gov to see what's actually offered to you.
  • This page will be updated when per-area 2027 availability is confirmed.

The five 2027 carriers, statewide

These insurers are approved to sell on Tennessee's individual marketplace for 2027. Rate changes are listed as final approved where regulators signed off, and requested where the carrier's filing was still pending at our last check.

Carrier 2027 rate change Status
BlueCross BlueShield of Tennessee ~+10.4% Final approved
Celtic (Ambetter) ~+11% Requested
Oscar ~+21.4% Final approved
UnitedHealthcare ~+24.5% Final approved
Alliant Health Plans ~+23.3% Requested

The statewide weighted average rate change is roughly 15.6–15.9% for 2027. Remember: that's an average across carriers and plans — your plan's change could be higher or lower, and premium tax credits (if you qualify) are based on the benchmark plan in your area, not on any single carrier's rates.

No specific premium prices are listed here, because what you'd actually pay depends on your ZIP code, age, household size, income, and plan choice. The only honest number for you is the one HealthCare.gov shows after you enter your details.

Cigna is exiting — here's what its customers must do

Cigna announced in April 2026 that it is leaving the individual marketplace, exiting all 11 of its marketplace states including Tennessee, effective December 31, 2026.

If you have a 2026 Cigna marketplace plan: your coverage ends December 31, 2026, and you must pick a new plan during open enrollment (November 1, 2026 – January 15, 2027). If you do nothing, you will not have marketplace coverage for 2027 — there is no automatic transfer to another carrier. Enroll by December 15, 2026 for coverage starting January 1, 2027. See How to enroll on HealthCare.gov for the steps.

What we can't tell you yet (and won't guess)

  • Per-rating-area availability: still being confirmed. Pending TDCI's updated 2027 map.
  • Which specific plans each carrier offers in each area: visible only by window-shopping your ZIP on HealthCare.gov.
  • Provider networks: which doctors and hospitals are in-network is plan-specific — always verify your providers before enrolling (see The Marketplace).

FAQ

Can I keep my current carrier for 2027? Only if they're selling in your area this year and you're happy with the renewed plan. Cigna customers cannot — Cigna is gone. Everyone else should still check their renewal: rates, networks, and formularies change year to year. Window-shop before you auto-renew.

Why are rates going up so much for 2027? Rate filings reflect each carrier's expected costs; the statewide weighted average is about 15.6–15.9%. The enhanced premium tax credits that cushioned many shoppers' bills expired at the end of 2025, so more people will feel the sticker price this year — all the more reason to check your credit amount at How to Estimate Your 2027 Premium Tax Credit.

I saw a carrier advertising in Tennessee. Does that mean they're on the marketplace? Not necessarily. Carriers also sell off-marketplace plans that don't qualify for premium tax credits or cost-sharing reductions. If you want subsidies, you must buy through HealthCare.gov. Check the carrier list above, then confirm with your ZIP code.

What if only one or two carriers sell in my county? That's possible — availability varies by rating area. Fewer carriers means less choice, but it doesn't change your subsidy eligibility, and every marketplace plan still covers the essential health benefits. Compare what's there carefully.
